WHO WE ARE
TVI Resource Development Philippines Inc. (TVIRD)
is owned in part by TVI Pacific Inc. (TSX: TVI), a publicly-listed Canadian mining company focused on the exploration, development and production of precious and base metals from district-scale, large-system, high-margin projects located in the Philippines. Concurrent ownership of ventures is shared with partner company, Prime Resource Holdings Inc.PRECIS HISTORY
TVIRD is a Filipino corporation and is the first foreign-affiliated Filipino company to reach production stage upon the enactment of the Philippine Mining Act of 1995—the law that was instituted to revitalize the large-scale mining industry that would in turn propel the nation’s economic growth.
Since then, TVIRD has evolved into a diversified mining company that focuses on developing resource projects in the country, operating under the highest standards of health and safety practices for its workers and its host community as well as a class-leading approach to environmental protection.
Following the conclusion of its Canatuan Gold-Silver and Copper-Zinc projects, the Agata Nickel Laterite Mine was the third successful mining project that TVIRD brought on-stream in a period of 10 years while its Balabag Gold-Silver Mine further cements its position as a steady producer of precious metals in the country.
With the commercial operations of its Siana Gold Mine, the company remains committed to exploration and mining practices that promote transparency, responsible stewardship of the environment, and the inalienable rights to life, dignity, and sustainable development of its host communities.
TVIRD has long planned the future of Sitio Canatuan – the community that hosts its mining operations in the town of Siocon, Zamboanga del Norte. Together with its citizens, most especially the indigenous Subanons, TVIRD has worked towards its sustainable economic and environmental future – one that goes beyond the life of the mine.
TVIRD’s first operating mine was located in a 508-hectare area in Sitio Canatuan, Siocon Municipality, Zamboanga del Norte Province where it established gold and silver operations from 2004 to 2008, and then eventually moved to copper and zinc from 2009 until 2014. It produced 105,200 ounces of Gold; 1.8 million ounces of Silver; 199,778 dmt of Copper concentrates and 30,548 dmt of Zinc (Zn) concentrates – which raised it to the ranks of the country’s top copper producers.
Its succeeding operations in Agata was the company’s first foray into nickel via its a 4,995-hectare Mineral Processing Sharing Agreement (MPSA) area in the adjacent municipalities of Tubay, Jabonga and Santiago in Agusan del Norte Province. Agata’s total 9-year production from 2014 to 2023 generated 20.78 million WMT of nickel laterite ore, spanning 382 shipments.
In 2021 – at the height of the Covid-19 pandemic – TVIRD brought its Balabag Gold & Silver Project on-stream in Bayog Municipality, Zamboanga del Sur. The tenement covers an area of 4,779 hectares with a mineral resource of 2.50 M metric tons of 1.7 g/t Au, 47.8 g/t Ag and 2.8 g/t AuEq at a cut-off grade of 0.4 g/t AuEq equivalent to 210,000 oz AuEq.
The project is currently in commercial production, equipped with a 2,000 t/d mineral processing plant, and has been delivering dore shipments bound for refineries in Australia, Hong Kong, India and Switzerland.
Also in the same year, TVIRD acquired full ownership of Greenstone Resources Corporation (GRC), the MPSA holder of the Siana Gold Project, which is located in a 3,289-hectare area spanning the towns of Alegria, Tubod and Mainit in Surigao del Norte Province. It is equipped with a state-of-the-art 1.1 Mtpa Outotec mill, gravity and CIL mill facility that includes a single stage SAG mill and 6 CIL tanks, grid power with a back-up 8MW diesel-fired power station, and support infrastructures: administration building, warehouse, mess hall, camp facilities and accommodation, engineering building and maintenance facilities. The JORC 2012 mineral resource of Siana is 828.7koz gold and 1,042koz silver.
TVIRD conducted soft commissioning of its Siana Gold Project in 2022 and conducted regular shipments of dore bars to the Philippine Central Bank in Davao City. This was followed by commercial operations the following year, and to date, it has delivered regular shipments of dore for its direct markets in Asia and Europe.
While TVIRD advanced its succeeding mine sites, it also embarked on a sustainability program for its maiden Canatuan mine – making it the first company to conclude its operations under the Philippine Mining Act. Its Mine Rehabilitation Fund supports its final mine decommissioning and rehabilitation program; notwithstanding the company’s reforestation program that has planted over five times more trees in the area compared to before the onset of mining operations.
The company’s 10-year operations in its Canatuan mine stimulated economic growth and development, especially benefiting its indigenous Subanon hosts. Its likewise elevated its host town, Siocon, to a Class 1 municipality owing to increased economic activity, taxes and agricultural production.
TVIRD likewise ushered the same legacy of responsible mining operations in its Agata nickel mine, which entered its final rehabilitation stage in 2024. During its operations, it established the Mabakas Techno Demo Farm – the only TESDA-accredited organic farm school established by a mining company in the Caraga Region that provided livelihood opportunities for both its host communities and those from neighboring provinces.
Guided by its core philosophy of “Starting it Right, Keeping the End in Mind,” the company is now transforming the area into a pioneering mining and agro-tourism hub, featuring orchards, a mining forest, diving sites, events venues and mine tours areas.
At the heart of TVIRD’s final rehabilitation plan are its beneficiaries and indigenous Manobo-Mamanwa hosts for whom the company ensures the overall sustainability of the area. It draws confidence from the common development roadmap it has fostered with the tribe long ago – one which will ensure that they will continue to thrive beyond the life of the mine.
